Rugby uses video referees to determine if tried should be given or not, the difference to football in this instance is that the decisions and the process to make those decisions are broadcast to the whole stadium and viewers in real-time so there is far less risk of controversy as we can hear the thought processes going through the decisions.

According to rugbyworld.com, the system used in rugby is called TMO, which is short for television match official, this uses a bit of technology called hawkeye which gives the assistant referees multiple angles of whatever incident they are trying to identify. TMO has specific types of decisions it can and can't interfere with. The two it can do so with are the scoring of tries and possible foul plays. For any other decisions, the referee's decision is final.
